The new policy is implemented through Peraturan Presiden (PP) Nomor 9 Tahun 2026, which outlines the criteria for tunjangan hari raya and the payment of gaji ke-13. “Mulai 2 Juni 2026, Taspen akan menyalurkan Gaji Ketiga Belas Tahun 2026 kepada peserta pensiun melalui 46 mitra bayar di seluruh Indonesia,” kata Taspen dalam Instagram resminya @taspen, Senin (1/6/2026).
The new policy emphasizes the importance of timely and transparent distribution, with Taspen acting as the central authority for managing the payments. This system ensures that all eligible recipients, whether they are currently employed or retired, receive their gaji ke-13 without unnecessary delays. The implementation of the new policy also includes adjustments to the calculation method, aligning it with the latest salary components as of Mei 2026. Such changes aim to reflect current economic conditions and provide fair compensation to all groups.
Under the new policy, gaji ke-13 is not only available to active ASN and PNS but also to CPNS (Calon Pegawai Negeri Sipil), PPPK (Pegawai Pemerintah dengan Perjanjian Kerja), prajurit TNI, anggota Polri, and other government officials. This broadened scope highlights the government’s commitment to supporting the entire public service workforce. For non-struktural lembaga, the new policy specifies that gaji ke-13 amounts are determined based on roles and positions within the hierarchy. Pimpinan lembaga nonstruktural, such as ketua or kepala, are entitled to around Rp31,4 juta, while wakil ketua menerima Rp29,6 juta, and sekretaris atau anggota masing-masing Rp28,1 juta. These figures are calculated to maintain equity across all levels of employment.
Furthermore, the new policy includes provisions for eselon-based payments. Eselon I, for instance, receives approximately Rp24,8 juta, while eselon II, III, and IV are allocated Rp19,5 juta, Rp13,8 juta, and Rp10,6 juta, respectively. This structure ensures that higher-ranking officials are compensated proportionally to their responsibilities. For non-ASN employees, the new policy introduces a tiered system where gaji ke-13 varies depending on educational qualifications. Lulusan SD hingga SMP receive between Rp4,2 juta and Rp5 juta, whereas those with higher education, such as SMA hingga D-I, are given Rp4,9 juta to Rp5,8 juta. This adjustment reflects the government’s effort to recognize the value of education and experience in the workforce.
Key aspects of the new policy include the elimination of additional deductions, except for pajak penghasilan, which is fully covered by the state. This ensures that recipients receive the maximum possible amount without financial strain. Additionally, the policy mandates that individuals with multiple status categories, such as both active and retired status, will only receive gaji ke-13 once, based on the highest applicable bracket. These measures are designed to streamline the process and prevent overlapping benefits, which could lead to inefficiencies.
For retirees and pensioners, the new policy introduces a comprehensive framework that includes pensiun pokok, tunjangan keluarga, tunjangan pangan, and tambahan penghasilan. This approach ensures that retirees are not only supported financially but also have access to additional benefits that enhance their quality of life.
